Lucy Cora Nazario, Ed.D., BCBA, LBA

CEO

Dr. Lucy Cora Nazario is the Chief Executive Officer of Alas Consulting Group, where she leads the organization’s mission to transform special education systems and improve outcomes for students with disabilities. With a career devoted to advancing educational opportunities for children with diverse learning needs, Dr. Nazario brings deep expertise in special education, leadership, and behavioral support to her work with school systems and families.

Dr. Nazario’s professional journey began with a personal turning point that shaped the course of her life and career. When her first child was born and began experiencing early behavioral challenges, she immersed herself in understanding the complexities of special education services and the support systems available to families. What began as a deeply personal commitment evolved into a lifelong mission to advocate for children with disabilities and the educators who serve them.

Originally trained in Business Administration, Dr. Nazario redirected her career after witnessing firsthand the challenges families face when navigating educational systems for children with special needs. Her search for solutions and support eventually led her to work in a school serving students with autism and other disabilities—an experience that revealed her true calling and ignited her passion for special education.

Today, Dr. Nazario is a highly accomplished education leader. She holds a Doctorate in Education (Ed.D.), a Master’s degree in Special Education, and a Graduate Certificate in Educational Leadership and Administration. She is also a Board Certified Behavior Analyst (BCBA), bringing specialized expertise in behavior analysis and student support.

Throughout her career, Dr. Nazario has worked closely with students, families, educators, and school systems to strengthen services that support children with unique learning needs. Her leadership focuses on developing programs and systems that promote inclusion, independence, and long-term success for students with disabilities.

As CEO of Alas Consulting Group, Dr. Nazario guides the organization’s vision of helping school systems build stronger, more effective special education programs through strategic leadership, data-informed practices, and collaborative learning communities.

At the heart of her work is a simple yet powerful goal: to ensure that students with disabilities are empowered to reach their full potential and become active, valued members of their communities.

Mali Phonpadith

Partner, Chief Learning Officer

Mali Phonpadith is the Chief Learning Officer at Alas Consulting Group, where she leads the design and development of leadership and talent strategies that strengthen special education systems and empower educators to drive meaningful change.

With deep expertise in leadership development, talent optimization, and organizational culture transformation, Mali serves as the architect behind Alas’s learning and development programs. She designs the leadership frameworks, strategy development experiences, and professional learning journeys that equip educators and administrators with the tools needed to build collaborative, high-performing school systems that improve outcomes for students with disabilities.

Mali is a TEDx Speaker and #1 International Bestselling Author, recognized for her ability to translate complex ideas into practical strategies that leaders can implement to create sustainable impact. Her work focuses on developing compassionate leaders, cohesive teams, and collaborative cultures—principles that are embedded throughout the programs and leadership experiences offered by Alas Consulting Group.

Through her work, Mali helps school systems align leadership, strategy, and talent development so educators are supported, collaboration flourishes, and students with disabilities are empowered to reach their full potential.

 

Victor Cora Nazario

Partner, Chief Operating Officer

Victor Cora Nazario serves as the Chief Operating Officer at Alas Consulting Group, where he leads the organization’s operational strategy and technology initiatives. As the chief engineer behind the TF-Oko platform, Victor plays a critical role in designing and overseeing the digital systems that help school districts gather, analyze, and leverage data to strengthen special education services and improve outcomes for students with disabilities.

Victor brings a unique combination of technology expertise, operational leadership, and organizational strategy to Alas. He oversees the firm’s operational infrastructure, technology development, and program delivery systems, ensuring that the organization’s services, platforms, and learning programs operate seamlessly and support the needs of school leaders and educators.

Originally from Mayagüez, Puerto Rico, Victor began his career serving as an Airman in the United States Air Force, where he worked as a Network Administrator for the Andrews Air Force Office Network. This experience established the foundation for his career in technology, systems engineering, and operational leadership.

Over the course of his career, Victor has held roles as a Senior Network Administrator and technology consultant across government contracting, software development, construction, and nonprofit sectors. In 2003, he launched a Managed Services Provider, supporting small and mid-sized organizations by managing and optimizing their IT infrastructure. In this role, he led technician development, client engagement, billing systems, and IT operations while overseeing strategic planning, budgeting, vendor management, and client relationship management.

Victor holds certifications in ITIL and Talent Optimization, reflecting his ability to bridge technology systems with organizational performance. Fluent in both English and Spanish, he works effectively across diverse teams and communities.

At Alas Consulting Group, Victor combines his deep technical expertise with strategic leadership to ensure that the organization’s platforms, operations, and service delivery systems enable educators and administrators to implement sustainable improvements in special education.
